Interpretation

LOC RWY 13 instrument approach amended: MDA 1,780 feet/HAT 539 feet for all categories, with 1 1/4-mile visibility for category C. When the ALS is inoperative, increase categories A and B to RVR 55 or 1-mile visibility, and categories C, D and E to 1 1/2-mile visibility. Circling MDA is 1,880 feet/HAA 590 feet for categories A and B, and 2,000 feet/HAA 710 feet for categories C, D and E. Circling visibility is 2 miles for category C, 2 1/4 miles for category D and 2 1/2 miles for category E.
